FAA Requiring Pilot Time Records

A recent memo from the FAA's AFS-760 Airmen Certification Branch, will require changes for all 8710-1 applications. The memo reportedly means that every CFI application, whether for original issuance, additional rating, renewal (including by FIRC) and reinstatement must now include record of pilot hours that must be verified by the certifying officer.

This may impact the renew-by-mail option of some FIRCs and will cause delays in final issuance if the applicant is not aware of this change.

This notification is being distributed to all Regional and Flight Standards District Offices for dissemination to Inspectors and designated examiners.

There is a policy change in FAA Orda 8710.3D,. dated December 16, 2004, concerning Section III-Record of Pilot time on 8710-1 applications. we would like to give everyone an opportunity to come up to speed with this new requirement, since the new Order 8710.3D is just now reaching the field.

In accordance with the new guidance established in FAA Order 8710.3D, Chapter 14; Section 2, Paragraph 3A(l), Section III-Record of Pilot time, must be completed on FAA Form 8710-1 applications for flight instructors; original, added rating, renewal and reinstatement. The Airmen Certification Branch, AFS-760, will be returning any 8710-1 applications for correction that does not comply with this new policy, effective on applications dated on or after July 1, 2005.

Please be advised FAA Order 8700.1, is being revised with the same policy change and should be available for publication within the next 6 months.
