Formerly Served On House Appropriations Committee Staff
William Greenwalt has joined AIA as Vice President of
Acquisition Policy, bringing extensive procurement public policy
experience in both the legislative and executive branches to the
position. "Bill has tremendous experience in both government and
industry," said AIA President and CEO Marion C. Blakey. "At a time
when our industry is facing a major transition, Bill will be
instrumental in helping us navigate some tough challenges."
Greenwalt was previously Deputy Director for the Surveys and
Investigations staff of the House Appropriations Committee. The
Surveys and Investigations staff provides important bipartisan
support for oversight activities as directed by the members and
staff of the Appropriations Committee and its 12 subcommittees.
As the Director of Federal Acquisition Policy at Lockheed Martin
Corporation from 2009 to 2011, Greenwalt was responsible for
developing and implementing the corporation's strategy with respect
to government acquisition policy matters.
Prior to joining Lockheed Martin, Greenwalt served as the Deputy
Undersecretary of Defense Industrial Policy. In this
capacity, he was the principal advisor to the Under Secretary of
Defense for Acquisition, Technology and Logistics on all matters
relating to the defense industrial base, responsible for ensuring
and promoting competition and innovation in the industrial
base.
Greenwalt also served as a professional staff member for the
Senate Armed Services and Senate Governmental Affairs Committees
from 1997 through 2006. He was responsible for initiatives to
reform information management and acquisition practices, among
which was enactment of the landmark Clinger-Cohen Act of 1996.
Greenwalt is a graduate of California State University, Long
Beach and is pursuing a doctorate in public policy at the
University of Maryland.
