No Agreement Yet On FAA Reauthorization Bill

Legislators Working On The Measure Say They Need More Time

The U.S. House of Representatives is reportedly preparing a one-month extension of the FAA Continuing Resolution because there has been little progress in reconciling the House and Senate versions of the pending reauthorization bill.

The bill has not been formally sent to a conference committee, so the negotiations have been going on informally in Washington, mostly at staff level, according to Congressional Quarterly. The issues that remain are what are called "member-level".

A major sticking point is still a provision in the House version of the bill that would remove FedEx ground workers from organizing under the Railway Labor Act and move them under the National Labor Relations Act, as are UPS employees. That move would allow FedEx Ground unions to organize locally. Under the Railway Labor Act, only national unions are allowed.

Sources say work on the bill is progressing, and it is expected to be "relatively clean" ... free from policy riders which might cause problems in conference ... before Congress heads out for the July 4th recess.
