When the FAA required EAA to sign a contract to pay for air traffic control services for AirVenture 2013, it opened up a can of worms. EAA paid the price and then filed a petition in court arguing that the FAA has no legal right to charge for ATC services without clear Congressional authorization. However, EAA was facing the reality for AirVenture 2014 that air traffic services might not be provided at all if the matter remained unsettled in the courts.
