FDC 7/8067 ZDC DC.. FLIGHT RESTRICTIONS, WASHINGTON, DC. EFFECTIVE IMMEDIATELY UNTIL FURTHER NOTICE. PURSUANT TO 14 CFR SECTIONS 99.7, SPECIAL SECURITY INSTRUCTIONS AND 91.139, EMERGENCY AIR TRAFFIC RULES.THIS NOTAM IS A CLARIFICATION TO NOTAMS FDC 7/0206, 7/0211 AND THE THE DC METROPOLITAN ADIZ/FRZ NOTAM PUBLISHED IN THE NOTICE TO AIRMAN PUBLICATION (CLASS II).1. PRACTICE APPROACHES MAY BE PERFORMED AT NON-TOWERED AIRPORTS IN THE DC ADIZ. PILOTS MUST: A. FILE A DC ADIZ FLIGHT PLAN. B. OBTAIN AND SQUAWK THE ATC-ASSIGNED DISCRETE TRANSPONDER CODE. C. OBTAIN ATC AUTHORIZATION TO PERFORM PRACTICE APPROACHES. 2. PRACTICE APPROACHES ARE NOT AUTHORIZED IN THE DC FRZ EXCEPT FOR U.S. MILITARY AIRCRAFT WITH PRIOR FAA APPROVAL OR DOD AIRCRAFT OPERATING IN OR OUT OF DOD AIRFIELDS WITH OPERATING TOWERS.NOTE: AUTHORIZATION WILL BE PROVIDED WORKLOAD PERMITTING.
