ONLY RELIEF AIRCRAFT OPERATIONS UNDER DIRECTION OF KEITH MOSS, FBI, 601-948-5000, ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 5000 FT MSL WITHIN A 5 NM RADIUS 314955N/0892538W AND THE EATON /LBY/ VORTAC 340 DEGREE RADIAL AT 023 NAUTICAL MILES. MEMPHIS CENTER (ZME), 901-368-8234, IS IN CHARGE OF THE OPERATION.
