Upgraded: Frank J. Kisner (Col., USAF)

Takes Over Premier Airlift Command Post

"You are America's first call for combat airlift."

With those words from Maj. Gen. Paul Essex, USAF, the 43rd Airlift Wing based at Pope AFB in North Carolina got a new boss Friday. The Fayetteville Observer (NC) reports Col. Frank J. Kisner (right) is now in the pilot's seat. He replaces Brig. Gen. Winfield W. "Skip" Scott III.

Scott appears to be reluctant to leave Pope. Essex praised him for both improving the quality of life there and for making preparations for the arrival of new C-130J aircraft which will enter service at Pope over the next few years.

"It has been an honor to command the best airmen in the Air Force," he said.

The new commander said Pope exceeded all expectations under Scott. He said the base will continue to do so on his watch.

"We will continue to fight. We will continue to do what our country needs," he said.
