DOD, MEDEVAC, LAW ENFORCEMENT, RESCUE/RECOVERY, EMERGENCY EVACUATION OR FIRE FIGHTING OPERATIONS THAT ARE IN CONTACT WITH ATC AND ARE SQUAWKING AN ATC ASSIGNED DISCRETE BEACON CODE; 3.
