PURSUANT TO 14 CFR SECTION 91.137(A)(1) TEMPORARY FLIGHT RESTRICTIONS ARE IN EFFECT FOR REFINERY EXPLOSION ONLY RELIEF AIRCRAFT OPERATIONS UNDER DIRECTION OF DISASTER DISTRICT CHAIR 4 ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 10000 FEET MSL WITHIN A 5NAUTICAL MILE RADIUS OF 321532N/1012425W OR THE BIG SPRING /BGS/ VORTAC 142 DEGREE RADIAL AT 8.5 NAUTICAL MILES. DISASTER DISTRICT CHAIR 4, TELEPHONE 432-416-0063, IS IN CHARGE OF ON SCENE EMERGENCY RESPONSE ACTIVITY. FORT WORTH /ZFW/ ARTCC, 817-858-7503, IS THE FAA COORDINATION FACILITY.
