ICAO And Uruguay Partner On Recent Aviation Safety Improvements

Resoles Significant Safety Concerns In That Country

The International Civil Aviation Organization (ICAO) confirmed earlier this week that a series of recent assistance and capacity-building measures under its ‘No Country Left Behind’ initiative have led to the resolution of two civil aviation Significant Safety Concerns (SSCs) in Uruguay.

“By resolving these matters through capacity-building and assistance, rather than mitigation measures, ICAO and Uruguay have helped to ensure the safety of operations in its territory, and without any loss in capacity and efficiency for air transport services,” remarked ICAO Secretary General, Dr. Fang Liu.
 
The SSCs in question had been identified by ICAO during a Coordinated Validation Mission (ICVM) conducted in Uruguay in April 2014. ICVMs are part of the series of analysis and follow-up measures undertaken by ICAO under its Universal Safety Oversight Audit Programme (USOAP).
 
ICAO’s assistance to Uruguay has been led by its South American (SAM) Regional Office and implemented through the Latin American Regional Safety Oversight Cooperation System (SRVSOP). Funding was arranged through the ICAO Safety Fund (SAFE) and overall coordination was supported through the Aviation Safety Implementation Assistance Partnership (ASIAP).
 
Under the UN agency’s ‘No Country Left Behind’ initiative,  similar support in aid of more effectively implemented ICAO civil aviation Standards and Policies is being provided at present to Cambodia, Comoros, Guyana, Kazakhstan, Madagascar, Nepal, and Paraguay, as well as various regional civil aviation coordinating bodies.
 
“ICAO very much recognizes and appreciates the States and Organizations which contribute resources to these efforts, and which collaborate with us on improving civil aviation safety and other sectoral goals,” noted Secretary General Liu. “This work under ‘No Country Left Behind’ is designed to ensure that all States and regions can fully benefit from their access to safe and reliable air transport, and it is encouraging to see the positive results of these efforts which have been realized in Uruguay.”
