ONLY RELIEF AIRCRAFT OPERATIONS UNDER DIRECTION OF ANCHORAGE /ZAN/ ARTCC ARE AUTHORIZED IN THE AIRSPACE AT AND BELOW 10000 FEET MSL WITHINTHE FOLLOWING AREA, BLOCK 05, FROM 604740N 1491151W TO 604630N 1490800W TO 604240N 1491310W TO 604300N 1491620W TO 603410N 1493210W TO 603050N 1492540W TO 601400N 1492950W TO 603300N 1493620W TO 604300N 1493140W TO 604625N 1492400W THENCE IN A SOUTHEASTERLY DIRECTION AND NORTHEASTERLY FOLLOWING THE SEWARD HIGHWAY TO POINT OF BEGINNING. STATE OF ALASKA DOT, TELEPHONE 907-783-2772, IS IN CHARGE OF ON SCENE EMERGENCY RESPONSE ACTIVITY. KENAI /ENA/ AFSS, TELEPHONE 907-283-8469, IS THE FAA COORDINATION FACILITY.
