Trouble On The Horizon -- EU Set To Propose Aviation Emissions Caps

Will Ask For 10% Below 2005 Levels By 2015

Industry analysts expect the European Union to propose that aviation cut its so-called greenhouse gas emissions back to 90% of 2005 levels over the next decade. The proposal could come at the climate talks slated for Bangkok. Aviation was not covered by the Kyoto protocol.

Reuters reports that the European Commission released a report showing that aviation, along with maritime shipping, could generate $36.7 billion in carbon tax revenue if their emissions were capped at 10 and 20 percent below 2005, respectively, over the next 10 years. The revenues would be generated by fuel taxes, and would be spent on helping "poor countries" deal with climate change, the report said.

Some EU countries, such as France, Finland, Italy, Malta and Austria have suggested airlines should not be required to make the 10% reductions over 2005. Others think maritime shipping should bear more of the burden, or favor a 'cap and trade' scheme.
