AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED BELOW 18,000 FEET MSL WITHIN A 7 NMR OF 360447N/1150935W OR THE LAS VORTAC EXCLUDING A 3NMR OF 361245N/1151146W OR THE LAS333008.2 AND EXCLUDING A 2 NMR OF 355822N/1150804W OR THE LAS154006.5 FROM 0501010400 UTC (2000 LOCAL 12/31/04) UNTIL 0501011100 UTC (0300 LOCAL 01/01/05); B. EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED BY ATC, ALL AIRCRAFT OPERATIONS WITHIN THE AIRSPACE AREA LISTED ABOVE ARE PROHIBITED EXCEPT FOR LAW ENFORCEMENT, MILITARY AIRCRAFT, EMERGENCY MEDICAL FLIGHTS, AND REGULARLY SCHEDULED COMMERCIAL PASSENGER AIRCRAFT OPERATING IN COMPLIANCE WITH THEIR APPROVED TRANSPORTATION SECURITY ADMINISTRATION (TSA) SECURITY PROGRAM AND CARGO AIRCRAFT THAT MEET OR EXCEED THE TSAS DOMESTIC SECURITY INTEGRATION PROGRAM (DSIP) OR ITS EQUIVALENT.
