POTENTIAL DELAYS. 3. ALL AIRCRAFT SHALL SQUAWK A DISCRETE
TRANSPONDER CODE ASSIGNED BY ATC. ALL AIRCRAFT SHALL SQUAWK THE
DISCRETE TRANSPONDER CODE PRIOR TO DEPARTURE AND AT ALL TIMES
