She also served in the United States Air Force for more than 27 years, retiring as a Colonel in December 2001. She commanded at various levels, including Squadron Officer College Commander, Maxwell Air Force Base, Ala.; Wing Commander, Hickam Air Force Base, Hawaii; and Support Group Commander, Kadena Air Base, Okinawa.

"Ms. Testa will be a tremendous asset to the Transportation Security Administration in Houston," said Lee Kair, TSA's Assistant Administrator for the Office of Security Operations. "Her leadership capabilities, as well as her past experience within the Department of Homeland Security, make her a natural fit as Federal Security Director. We are delighted that she will help lead the organization into the next decade."
