fairness" to ongoing contract negotiations between the two parties.

Alpha Strike
A large air strike conducted by an air wing where a majority of
the air wing's aircraft types are used. In other words, everything
but the kitchen sink.
"The Federal Aviation Administration is making an
aggressive attempt to stifle debate on legislation that would bring
accountability and fairness to FAA-NATCA contract
negotiations."
