AT AND BELOW 5,000 FEET MSL UNLESS AUTHORIZED BY ATC. NAVY REGION HAWAII 808-473-3216 IS THE POINT OF CONTACT, HONOLULU CONTROL FACILITY 808-840-6201, IS THE COORDINATION FACILITY.
