UNLESS OTHERWISE AUTHORIZED BY ATC, ALL AIRCRAFT OPERATIONS ARE PROHIBITED WITHIN A 5 NAUTICAL MILES RADIUS OF 395100N/0872518W (TERRE HAUTE /TTH/ VORTAC 338 DEGREE RADIAL AT 23 NAUTICAL MILES) AT AND BELOW 5000 FEET AGL TO PROVIDE A SAFE ENVIRONMENT FOR DOD OPERATIONS.
