More Political TFRs: CA Airspace Grab Set For June 27

FAA Issues Two Presidential TFRs for LA and SF

President Bush has scheduled 2 trips to California on June 27, so the FAA has issued two TFRs... and since the political season is gearing up, we may expect many more encroachments on our ability to use our airways and airspace in the future.

NOTAM FDC 3/5039 (Los Angeles) prohibits all GA operations at Santa Monica Municipal Airport (SMO) and Los Angeles International Airport (LAX) and could affect operations to and from nearby airports. These airports could include Van Nuys (VNY) and Burbank/Glendale/Pasadena (BUR).

NOTAM FDC 3/5045 (San Francisco) may affect operations at airports outside the 8 nautical mile ring, including San Francisco International Airport (SFO) and Metropolitan Oakland Airport (OAK).

PURSUANT TO TITLE 14, SECTION 91.141 OF THE CODE OF FEDERAL REGULATIONS AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED WITHIN 30 NMR UP TO BUT NOT INCLUDING FL180 OF 340333N/1182458W OR THE LAX351007.6 FROM 0306272115 UTC (1415 LOCAL 06/27/03) UNTIL 0306280400 UTC (2100 LOCAL 06/27/03), EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED BY ATC: NOTE: 14 CFR SFAR 51 IS SUBJECT TO ALL OF THESE RESTRICTIONS.

A. ALL AIRCRAFT OPERATIONS WITHIN 8 NMR ARE PROHIBITED EXCEPT FOR:

1. LAW ENFORCEMENT AND MILITARY AIRCRAFT, DIRECTLY SUPPORTING THE UNITED STATES SECRET SERVICE (USSS) AND THE OFFICE OF THE PRESIDENT OF THE UNITED STATES (POTUS), EMERGENCY MEDICAL FLIGHTS, AND REGULARLY SCHEDULED COMMERCIAL PASSENGER AND CARGO AIRCRAFT THAT MEET OR EXCEED THE TSAS DOMESTIC INTEGRATED SECURITY PROGRAM STANDARDS AND ARE ARRIVING INTO AND/OR DEPARTING FROM 14 CFR PART 139 AIRPORTS.

2. FOR OPERATIONS WITHIN THE TFR ALL MEDICAL FLIGHT OPERATION COMPANIES SHALL COORDINATE WITH THE USSS PRIOR TO THIS NOTAM GOING INTO EFFECT TO AVOID POTENTIAL DELAYS. END PART 1 OF 3 WIE UNTIL UFN

B. WITHIN THE AIRSPACE BETWEEN 8 NMR AND 30 NMR:

1. ALL AIRCRAFT ENTERING OR EXITING THE 30 NM RADIUS TFR SHALL BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY AN AIR TRAFFIC CONTROL (ATC) FACILITY. AIRCRAFT SHALL BE SQUAWKING THE DISCRETE CODE PRIOR TO DEPARTURE AND AT ALL TIMES WHILE IN THE TFR.

2. ALL AIRCRAFT ENTERING OR EXITING THE 30 NM RADIUS TFR MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC.

3. ALL AIRCRAFT OPERATING WITHIN THE 8 TO 30 NM RADIUS TFR AND OPERATING AT ALTITUDES OF UP TO BUT NOT INCLUDING FL180 ARE LIMITED TO AIRCRAFT ARRIVING OR DEPARTING LOCAL AIRFIELDS AND ATC MAY AUTHORIZE TRANSIT OPERATIONS. AIRCRAFT MAY NOT LOITER.

4. FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, BANNER TOWING OPERATIONS, AND COMMERCIAL CARGO CARRIER OPERATIONS THAT FAIL TO MEET OR EXCEED THE TSA'S DOMESTIC INTEGRATED SECURITY PROGRAM STANDARDS, ARE NOT AUTHORIZED.

5. ALL U.S. SECRET SERVICE CLEARED AIRCRAFT OPERATORS BASED IN THE AREA SHOULD NOTIFY THE US SECRET SERVICE PRIOR TO THEIR DEPARTURE BY CALLING 253-982-4306 OR 4678.

6. ALL MEDICAL FLIGHT OPERATION COMPANIES SHALL COORDINATE WITH THE USSS PRIOR TO THIS NOTAM GOING INTO EFFECT TO AVOID POTENTIAL DELAYS WHEN THE NOTAM IS IN EFFECT.
