Arrival/Departure Procedures Reinstated For DC-Area Airports

Lobbying From AOPA, EAA, Others, Pays Off

In response to recommendations from AOPA, EAA, and other organizations, the Transportation Security Administration and FAA have agreed to reinstate expedited ingress and egress procedures from several airports around the fringes of the Washington ADIZ on a long-term basis. The TSA and FAA were urged to move forward in implementing those procedures on a permanent basis when the national threat level was lowered from orange to yellow on January 9, rather than undertake another study.

A 60-day test program, started on November 1, was nearly complete when the increase in the national terror threat level on December 21 prompted the government to discontinue the test procedures in the name of security around the national capital region. All indications at that time were that the test procedures were working well when the test was prematurely halted.

Ingress-egress procedures are restored for Maryland's Bay Bridge (W29) and Kentmorr (3W3). Egress only procedures are restored for 12 other facilities: Virginia's Airlie (2VA9); Harris (VA97); Meadows (3VA1); and Upperville (2VG2), and Maryland's Albrecht (MD48); Martin (MD90); Martin State (MTN); Mylander (MD92); Stewart (MD64); St. John (4MD9); Tilghman Whipp (7MD9); and Wolf (1W5).

Pilots using Bay Bridge and Kentmorr are allowed ingress and egress privileges without being required to file a flight plan, provided they comply with the specific provisions outlined in FDC notice to airmen (NOTAM) 3/0347. Pilots will be required to monitor the CTAF frequency until leaving traffic pattern altitude, then monitor the appropriate Potomac TRACON frequency until clear of the ADIZ. Bay Bridge arrivals/departures must squawk code 1227, while Kentmorr operations must squawk 1233. Those unable to comply with the test procedures will be required to operate under those procedures outlined in the ADIZ requirements.

Pilots at the 12 other facilities can depart without filing a flight plan but will need to abide by the ADIZ requirements on arrival. Aircraft are required to squawk 1205 to indicate their intent to depart via the new egress procedures described in FDC NOTAM 3/0357.

Aviation constituency groups continue their dialogue with the TSA, FAA, and US Customs (who are partially responsible for airspace security monitoring and interdiction in the National Capital Region) to seek additional relief for pilots operating in the vicinity of the nation's capital.

PURSUANT TO 14 CFR SECTION 99.7, SPECIAL SECURITY INSTRUCTIONS, AND SECTION 91.139, EMERGENCY AIR TRAFFIC RULES, THIS NOTICE AMENDS THE REQUIREMENTS FOR FLIGHT IN THE WASHINGTON, DC METROPOLITAN AREA AIR DEFENSE IDENTIFICATION ZONE (DC ADIZ), AS DESCRIBED IN FDC NOTAM 3/2126, FOR AIRCRAFT INGRESS AND EGRESS OPERATIONS AT W29 AND 3W3 ONLY. A. BAY BRIDGE/KENTMORR AIRPORTS INGRESS/EGRESS PROCEDURES AREA. THE PROCEDURES AREA CONSISTS OF THAT AIRSPACE BOUNDED ON THE NORTH BY A LINE 3 NAUTICAL MILES NORTH OF U.S. ROUTE 50, IN MARYLAND, AND BOUNDED ON THE SOUTH BY A LINE 5 NAUTICAL MILES SOUTH OF U.S. ROUTE 50, AND BOUNDED ON THE EAST BY THE EASTERN BOUNDARY OF THE DC ADIZ, AND ON THE WEST BY A LINE DRAWN FROM THE WESTERN MOST PART OF THE CHESAPEAKE BAY BRIDGE SOUTHWARD TOWARD KENT FORT MANOR AIRPORT (7MD8). THE PROCEDURES AREA IS FURTHER DEFINED BY THE FOLLOWING POINTS: BEGINNING AT 390325N/0762224W, TO 390049N/0761102W, TO 385246N/0761320W, TO 385411N/0762250W, TO 390102N/0762436W, TO THE POINT OF BEGINNING.
