C. THE FOLLOWING FLIGHT RESTRICTIONS/SPECIAL SECURITY INSTRUCTIONS
ARE IN EFFECT: 1) VFR AND GENERAL AVIATION PART 91 AIRCRAFT FLIGHT
OPERATIONS ARE PROHIBITED IN THE ADIZ AND FRZ. EXCEPTIONS WILL BE
GRANTED TO GA AIRCRAFT ARRIVING AND/OR DEPARTING DULLES
INTERNATIONAL AIRPORT (IAD) AND BALTIMORE WASHINGTON INTERNATIONAL
AIRPORT (BWI) IF THOSE AIRCRAFT ARE ON AN IFR FLIGHT PLAN AND
REMAIN IN CONSTANT COMMUNICATION WITH ATC. 2) LAW ENFORCEMENT AND
MILITARY AIRCRAFT DIRECTLY SUPPORTING THE UNITED STATES SECRET
SERVICE (USSS) AND THE OFFICE OF THE PRESIDENT OF THE UNITED STATES
(POTUS) ARE AUTHORIZED TO OPERATE IN THE ADIZ AND FRZ. 3) REGULARLY
SCHEDULED COMMERCIAL PASSENGER AND CARGO AIRCRAFT THAT MEET OR
EXCEED THE TSAS DOMESTIC SECURITY INSPECTION PROGRAM STANDARDS AND
ARE ARRIVING INTO AND/OR DEPARTING FROM END PART 2 OF 3
FDC 4/0413 ZDC PART 3 OF 3. FLIGHT RESTRICTIONS
WASHINGTON, DC, BALTIMORE-WASHINGTON INTL, MD (BWI), WASHINGTON
DULLES INTL, VA (IAD) AIRPORTS ARE AUTHORIZED IN THE ADIZ;
ARRIVING/ DEPARTING RONALD REAGAN WASHINGTON NATIONAL AIRPORT (DCA)
ARE AUTHORIZED WITHIN THE ADIZ AND FRZ. 4) ALL WAIVERS TO FDC NOTAM
3/2126 ARE SUSPENDED DURING THE TIME OF THIS NOTAM EXCEPT FOR
WAIVERS BEGINNING WITH ELO AND SPO. 5) ALL AIRCRAFT ENTERING OR
EXITING THE ABOVE LISTED AIRSPACE MUST REMAIN IN TWO-WAY RADIO
COMMUNICATIONS WITH ATC AND BE ON AN ASSIGNED DISCRETE BEACON CODE.
6) EMERGENCY MEDICAL FLIGHTS ARE AUTHORIZED TO OPERATE VFR IN THE
ADIZ AND FRZ. EMERGENCY MEDICAL FLIGHTS MUST REMAIN IN TWO- WAY
RADIO COMMUNICATIONS WITH ATC AND BE ON AN ASSIGNED DISCRETE BEACON
CODE. 7) ALL U.S. SECRET SERVICE CLEARED AIRCRAFT OPERATORS BASED
IN THE AREA SHOULD NOTIFY THE US SECRET SERVICE PRIOR TO THEIR
DEPARTURE AT 703-563-3222. D. IT IS RECOMMENDED THAT ALL AIRCRAFT
OPERATORS CHECK NOTAMS FREQUENTLY FOR POSSIBLE REQUIRED CHANGES TO
THIS TFR PRIOR TO OPERATIONS WITHIN THIS REGION. END PART 3 OF
