Aero-News learned Tuesday the International Council of Aircraft Owner and Pilot Associations (IAOPA) has submitted comments to an International Civil Aviation Organization (ICAO) proposal to require 406 MHz emergency locator transmitters (ELTs) on all aircraft that fly internationally.
