Ground Delay Programs are implemented to control air traffic
volume to airports where the projected traffic demand is expected
to exceed the airport's acceptance rate for a lengthy period of
time.

to help passengers stuck with this grueling
congestion."
Source: Outgoing DOT Secretary Mary Peters, who
announced Monday the FAA proposes to work with carriers to
voluntarily reduce scheduled operations at New York LaGuardia from
75 per hour, to an average of 71 per hour.
