AIRCRAFT FLIGHT OPERATIONS ARE PROHIBITED WITHIN 10 NMR BLW 18,000
FEET MSL OF 393853N/772800W OR THE FDK351014.8 FROM 0312121400
(0900 LOCAL 12/12/03) UNTIL 0312141800 (1300 LOCAL 12/14/03),
EXCEPT AS SPECIFIED BELOW AND/OR UNLESS UTHORIZED BY ATC: A. ALL
AIRCRAFT OPERATIONS WITHIN 5 NMR BLW 12500 FEET AGL ARE PROHIBITED
EXCEPT FOR MILITARY, LAW ENFORCEMENT, EMERGENCY MEDICAL AIRCRAFT,
AND WASHINGTON DULLES (IAD) ARRIVALS ON OR SOUTH THE MRB 065R ARE
EXEMPT FROM THESE PROVISIONS UNDER THE FOLLOWING CONDITIONS: 1)
AIRCRAFT MUST BE IN TWO-WAY RADIO COMMUNICATIONS WITH ATC AND
DISPLAY ASSIGNED BEACON CODE AT ALL TIMES WITHIN THE TFR. 2) AVOID
PROHIBITED AREA 40 UNLESS THE AIRCRAFT RECEIVES US SECRET SERVICE

OPERATIONS, AGRICULTURE/CROP DUSTING, ANIMAL POPULATION CONTROL
FLIGHT OPERATIONS, AND COMMERCIAL CARGO CARRIER OPERATIONS THAT
FAIL TO MEET OR EXCEED THE TSAS DOMESTIC INTEGRATED SECURITY

FROM PRIVATE AIRPORTS/AIR FIELDS MUST BE ON A HEADING AWAY FROM THE
CENTER OF THE P-40 AIRSPACE. NOTE: ALL U.S. SECRET SERVICE CLEARED
AIRCRAFT OPERATORS BASED IN THE AREA SHOULD NOTIFY THE US SECRET
