The Transportation Security Administration (TSA) has authorized
the National Air Transportation Association Compliance Services
(NATACS) to expand the National Fingerprint Collection
Clearinghouse (NFCC) to certify and collect fingerprints for alien
flight training candidates and other designated individuals who
must comply with the new security regulations under 49CFR Part 1552
and for other TSA-designated programs. The NATACS/NFCC
network can now assist with the collection of fingerprints
internationally for these programs.
Commenting on the agreement, National Air Transportation
Association (NATA) president James K. Coyne said, "We are quite
pleased that the TSA has agreed to expand NATA Compliance Service's
work scope so we can assist the flight training community in
complying with the Alien Flight Training Interim Final Rule
released last fall."
NATACS will train and certify Fingerprint Collectors worldwide in
accordance with NATACS procedures as approved by the TSA.
NATACS/NFCC processes all fingerprints from the collection network
to ensure compliance with stringent tracking procedures. The
NATACS/NFCC network includes certified collectors at FBOs, security
companies, drug testing labs, flight schools, air carriers, and
others.
Language from the site includes the
following:
"TSA is pleased to announce that fingerprinting of candidates in
certain international cities is now available through an expanded
partnership with NATA Compliance Services.
"In addition, TSA will now permit fingerprint collectors
certified by NATA Compliance Services to fingerprint candidates who
apply for training at the flight school where the collector is
located, in addition to candidates who apply for training at other
flight schools. Both of these enhancements represent
substantial changes to TSA policies on fingerprint
collection. TSA believes that these changes will streamline
the fingerprinting process for candidates and the flight training
industry, and intends to closely monitor progress to determine the
effectiveness of these changes.
