Almost four years after the FAA established rules for the commercial operation of small UAS, a new report by AUVSI found that nearly 4,000 operators across all 50 states have been granted waivers to go beyond current regulations. Robinson Helicopter has introduced optional impact-resistant windshields for R22, R44, and R66 helicopters to provide protection from bird strikes. Due to the lack of requirements governing small category helicopters, Robinson based the impact-resistant design on FAA requirements governing large transport category helicopters. The new windshields are constructed of tough, energy-absorbing polycarbonate (standard windshields are made of acrylic) and installed with distinctive retention hardware. A special hard coating provides protection from scratching and weather degradation.

A Japanese cargo ship is poised to resupply the Expedition 63 crew just as a U.S. space freighter has completed its stay at the International Space Station. Japan’s ninth H-II Transfer Vehicle cargo mission (HTV-9) is due to lift off on May 20 aboard an H-IIB rocket from the Tanegashima Space Center. Aviation maintenance student Frank A. Jalion Amaro has pleaded guilty to bribing an FAA Designated Mechanic Examiner in exchange for receiving a passing score on the FAA’s Airframe and Powerplant examination. “The public trusts that the men and women who perform maintenance on commercial aircraft have the proper credentials and qualifications,” said U.S. Attorney Byung J. “BJay” Pak. “By attempting to buy his certification, Amaro took the easy way out and could have put the safety of those citizens who fly in jeopardy.”

FAA Announces Safety Rating for Eastern Caribbean Aviation System

The FAA has announced that the Organization of Eastern Caribbean States (OECS) has been assigned a Category 2 rating because it does not comply with International Civil Aviation Organization (ICAO) safety standards under the FAA’s International Aviation Safety Assessment (IASA) program. A Category 2 IASA rating means that laws or regulations lack the necessary requirements to oversee air carriers in accordance with minimum international standards, or that civil aviation authorities are deficient in one or more areas, including technical expertise, trained personnel, record-keeping, inspection procedures or resolution of safety concerns. On May 3, 2020, about 1315 eastern daylight time, an Airbus Helicopters AS350 B3 helicopter, N1WT, made an emergency landing at Airglades Airport (2IS) in Clewiston, Florida. The pilot reported an inflight hydraulics anomaly, declared an emergency, and landed at Airglades Airport. The pilot reported no injuries and the helicopter was not substantially damaged. A postlanding inspection of the helicopter found the hydraulic pump belt had failed and the hydraulic pump was seized. AD 2020-10-04: Event Involving An Uncontained Interstage HPT Rotor Seal Failure

The FAA is adopting a new airworthiness directive (AD) for all General Electric Company (GE) GE90-110B1 and GE90-115B model turbofan engines with a certain interstage highpressure turbine (HPT) rotor seal installed. This AD requires initial and repetitive ultrasonic inspections (USIs) of the interstage HPT rotor seal and, depending on the results of the inspection, replacement of the interstage HPT rotor seal with a part eligible for installation. This AD also requires the removal of the interstage HPT rotor seal at the next engine shop visit.
