New TSA Security Directives Issued - Have You Complied?

NATA'S Compliance Checklist

Recently, the TSA released two Security Directives (SDs) applicable to international passenger and cargo operations. All members subject to the Twelve-Five Standard Security Program (TFSSP) should have already obtained the SD applicable to their operations. NATA recommends that operators take immediate action to comply with the new requirements.

1. OBTAIN THE SDS.
a. If you do not already have the SDs, log-on to the TSA's secured Webpage for the TFSSP at https://webboards.tsa.dot.gov/webboard/wbpx.dll/~12-5.
b. Use your TSA-issued user name and password to access the site.
c. Obtain the SDs from the discussion section titled "TFSSP - Program/Guidance (SSI)."

2. COMPLETE THE APIS CONVERSION FORM

Among the requirements within the SDs is that operators must affirm in writing their intention to convert to a new format, known as UN-EDIFACT, for submission of crew/passenger manifests. These manifests are already required by customs authorities for all international flights to the U.S. The TSA has provided a boilerplate form for TFSSP operators to meet the SD requirement.

NATA is aware that the boilerplate form may be confusing to operators relying upon the existing e-mail-based system to submit their manifests. NATA has contacted both TSA and Customs and Border Protection (CBP) officials to resolve questions regarding the boilerplate form and will provide additional information as it becomes available.

3. Questions?
