The new landing-fee plan - approved by Santa Monica City officials on June 21 and scheduled to become effective August 1 - replaces a previous program that was rejected by the Federal Aviation Administration (FAA) last January on the grounds that it unjustly discriminated against certain types of aircraft.

Source: Nicholas Sabatini, FAA associate administrator for aviation safety, testifying before the House aviation subcommittee Thursday about cell phone usage aboard commercial passenger aircraft. The FCC says it may rescind its rules governing such use. But until the communications technology industry can come up with devices that don't interfere with avionics, Sabatini said the ban will remain in place.
