Aircraft flight operations are prohibited effective: Mon-Thu 1230-2100 UTC from 0705291230 - 0711012100 in the vicinity of disaster/hazard areas for the movement of hazardous material.

Excluding that airspace which overlaps into restricted area R-2102 when Restricted Area is active.
