FDC 5/7634 ZNY PART 1 OF 2 FLIGHT RESTRICTIONS NEW YORK CITY, NEW YORK, SEPTEMBER 1-11, 2005 LOCAL. PURSUANT TO TITLE 14 SECTION 99.7 CODE OF FEDERAL REGULATION (CFR), SPECIAL SECURITY INSTRUCTIONS, ALL AIRCRAFT OPERATIONS ARE PROHIBITED WITHIN A 3 NMR OF 404458N/0735048W OR THE LGA166002.2 FROM THE SURFACE, UP TO BUT NOT INCLUDING 3000 FEET MSL, EFFECTIVE FROM SEPTEMBER 1-10, 2005, DAILY BETWEEN 1500Z TO 0400Z (1100 LOCAL TO 2400 LOCAL) AND FROM 1600Z UNTIL 2400Z (1200 LOCAL TO 2000 LOCAL) ON SEPTEMBER 11, 2005 EXCEPT AS DESCRIBED BELOW: 1. LAW ENFORCEMENT, MILITARY AIRCRAFT AND EMERGENCY MEDICAL FLIGHTS ARE AUTHORIZED. AIRCRAFT ARRIVING INTO AND/OR ARE DEPARTING FROM LGA ARE AUTHORIZED. 2. ALL EMERGENCY MEDICAL FLIGHT OPERATIONS SHALL BE COORDINATED IN ADVANCE WITH THE FAA SUPERVISOR AT THE NEW YORK TRACON, AT 516-683-2984, TO AVOID POTENTIAL DELAYS. 3. ALL AIRCRAFT SHALL SQUAWK A DISCRETE TRANSPONDER CODE ASSIGNED BY ATC. ALL AIRCRAFT SHALL SQUAWK THE DISCRETE TRANSPONDER CODE PRIOR TO DEPARTURE AND AT ALL TIMES WITHIN THE TFR. IN THE EVENT OF A TRANSPONDER FAILURE, THE PILOT SHALL ADVISE ATC AND ATC WILL PROVIDE THE MOST DIRECT COURSE TO OUTSIDE THE LATERAL LIMITS OF THE END PART 1 OF 2
