PURSUANT TO TITLE 14, SECTION 91.141, OF THE CODE OF FEDERAL REGULATIONS (CFR), AIRCRAFT FLIGHT OERATIONS ARE PROHIBITED: WITHIN 30 NMR UP TO BUT NOT INCLUDING FL180 OF 302427N/0890412W OR THE GPT082000.4 FROM 0509201510 (1010 LOCAL 09/20/05) UNTIL 0509201805 (1305 LOCAL 09/20/05); WITHIN 10 NMR UP TO BUT NOT INCLUDING FL180 OF 302427N/0890412W OR THE GPT082000.4 FROM 0509201510 (1010 LOCAL 09/20/05) UNTIL 0509201805 (1305 LOCAL 09/20/05); EXCEPT AS SPECIFIED BELOW AND/OR UNLESS AUTHORIZED BY ATC: A. ALL AIRCRAFT OPERATIONS WITHIN A 10 NMR AREA LISTED ABOVE ARE PROHIBITED EXCEPT FOR: 1. LAW ENFORCEMENT, MILITARY AIRCRAFT DIRECTLY SUPPORTING THE UNITED STATES SECRET SERVICE (USSS) AND THE OFFICE OF THE PRESIDENT OF THE UNITEDSTATES, EMERGENCY MEDICAL EVACUATION FLIGHTS, AND REGULARLY SCHEDULED COMMERCIAL PASSENGER AND ALL-CARGO CARRIERS OPERATING UNDER ONE OF THE FOLLOWING END PART 1 OF 4

FDC 5/8544 ZHU PART 2 OF 4 FLIGHT RESTRICTIONS GULFPORT, MISSISSIPPI, SEPTEMBER 20, 2005 LOCAL. TSA-APPROVED STANDARD SECURITY PROGRAMS/PROCEDURES: OPERATOR STANDARD SECURITY PROGRAM (AOSSP), DOMESTIC SECURITY INTEGRATION PROGRAM (DSIP), TWELVE FIVE STANDARD SECURITY PROGRAM (TFSSP), OR ALL-CARGO INTERNATIONAL SECURITY PROCEDURE (ACISP) AND ARE ARRIVING INTO AND/OR DEPARTING FROM 14 CFR PART 139 AIRPORTS. 2. MEDICAL EVACUATION, LAW ENFORCEMENT, AND OTHER EMERGENCY OPERATIONS RELATED FLIGHTS IN DIRECT SUPPORT OF FEMA HURRICANE RELIEF EFFORTS, DOD AIRCRAFT IN SUPPORT OF JOINT TASK FORCE KATRINA. (I) FOR FLIGHT SAFETY, ALL NON-PARTICIPATING AIRCRAFT MUST REMAIN AT LEAST 500 FEET ABOVE OR 1500 FEET LATERALLY FROM ALL DISASTER RELIEF AIRCRAFT AND AT LEAST 500 FEET ABOVE GROUND LEVEL EXCEPT FOR TAKEOFF AND LANDING OR UNLESS AUTHORIZED BY ATC. (II) GULFPORT APPROACH AND GULFPORT TOWER ARE FULLY OPERATIONAL, THEREFORE ALL AIRCRAFT MUST CONTACT GULFPORT APPROACH ON 124.6 (WEST OF THE AIRPORT) OR 127.5 (EAST OF THE AIRPORT). B. WITHIN THE AIRSPACE BETWEEN 10 NMR AND 30 NMR LISTED ABOVE: END PART 2 OF 4

ALL AIRCRAFT ENTERING OR EXITING THE 30 NM RADIUS TFR MUST BE ON AN ACTIVE IFR OR VFR FLIGHT PLAN WITH A DISCRETE CODE ASSIGNED BY AN AIR TRAFFIC CONTROL (ATC) FACILITY EXCEPT FOR THOSE AIRCRAFT OPERATING IN ACCORDANCE WITH A2 ABOVE. AIRCRAFT MUST BE SQUAWKING THE DISCRETE CODE PRIOR TO DEPARTURE AND AT ALL TIMES WHILE IN THE TFR. 2. ALL AIRCRAFT ENTERING OR EXITING THE 30 NM RADIUS TFR MUST REMAIN IN TWO-WAY RADIO COMMUNICATIONS WITH ATC. 3. ALL AIRCRAFT OPERATING WITHIN THE 10 TO 30 NM RADIUS TFR AND OPERATING AT ALTITUDES UP TO BUT NOT INCLUDING FL180 ARE LIMITED TO AIRCRAFT ARRIVING OR DEPARTING LOCAL AIRFIELDS EXCEPT FOR THOSE AIRCRAFT OPERATING IN ACCORDANCE WITH A2 ABOVE. ATC MAY AUTHORIZE TRANSIT OPERATIONS AND AIRCRAFT MAY NOT LOITER. 4. FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT, GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRA LIGHT, HANG GLIDING, BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, INCLUDING ANY CIVIL AERIAL SPRAYING RELATED TO RELIEF EFFORTS, ANIMAL POPULATION CONTROL FLIGHT OPERATIONS, AND BANNER TOWING OPERATIONS ARE NOT AUTHORIZED.
